There is no useful single answer covering every passport and every place in Xinjiang. Start with the document used to enter China, then check the exact route and overnight stops. A blanket statement that a permit is always needed, or never needed, is not a sound basis for booking.

First, establish entry eligibility

Check entry requirements against your nationality, passport type, purpose and intended stay. An English-language article may describe a different nationality. If you intend to use a transit arrangement, verify its geographic and onward-travel conditions separately. Do not assume permission to enter China automatically answers questions about every location within your proposed route.

Distinguish restricted-area permission

The National Immigration Administration describes a travel-permit process for places not open to foreigners. That is a specific administrative category, not a universal Xinjiang sightseeing pass. Give the operator the full route, including places passed through rather than visited. Ask which stops require additional checks and what documentary confirmation can be supplied before you make non-refundable commitments.

Understand the 2026 border-document change

The NIA’s 2026 announcement distinguishes applicant categories: foreign nationals must use the specified in-person channel rather than simply follow the mainland-resident online process. An electronic document does not make every border itinerary available. Confirm the document’s scope, where it will be checked and whether other route-specific approvals are relevant. Do not confuse an application screenshot with an issued document.

Send a route, not just a province name

Provide nationality, provisional dates, entry and exit points, overnight towns and the viewpoints you hope to include. Send document copies only through the operator’s appropriate private channel. Request separate lists of confirmed, pending and unsuitable stops. A base itinerary without an uncertain border extension gives you a workable alternative and makes the effect of a refusal easier to understand.

Plan for checks and possible changes
